1. If the old FileMaker system has been developed properly by a good developer and doesn't have many issues, then a conversion may suit you best.

2. If the system is too large and will potentially cost too much to rewrite, then it may be best to keep what you've already got and convert it to a newer version of FileMaker.

3. If you just don't have the budget to rewrite the system, then a conversion will be your best option. 

4. If you're in a hurry and can't wait for the system to be re-written, then a conversion will generally be much quicker.

Here's when you shouldn't consider a conversion

1. If the system was built by an inexperienced developer, chances are converting your old system will be more of a hindrance and may need to be rewritten professionally. 

2. Older databases sometimes have trouble converting over to newer versions of FileMaker and require lots of on-going maintenance. In these situations it's best to rewrite your system rather than convert it.

3. If the system has significant flaws or doesn't really do what you need, it may be easier to start over rather than converting what you've got.

4. If the system is locked and the original developer cannot be found or wont unlock the system for you then a conversion may not even be possible.

5. If the current system is costing you dearly in hidden costs such as missed opportunities or lost productivity, then a conversion may not be as much of a benefit as a rewrite would.

6. If your old system uses features that are no longer supported in newer versions of FileMaker or you are using old third-party plug-ins that are now obsolete, then a conversion may not be suitable.
